Most guys can be a real jerk sometimes. If you dumped your girlfriend thinking that the relationship is going nowhere or isn’t working out and now that she is starting to move on with her life, you want her back!… then the first statement includes you.
I don’t know what the circumstances are, maybe I’m passing judgement on you too easily, but if you really want to get back with your girl then you must be willing to do a bit more work since you have hurt her feelings.
Saying sorry for being such a fool will not undo things but it could certainly ease her pain or… get her angry.
